DWI: Cadillac CTS Driver refuses to stop - PIT Maneuver and TASER finally ends pursuit

Trooper's Report: On Tuesday, January 30, 2024, I Trooper Jacob Haynie was patrolling Interstate 30 for a possible reckless driver traveling eastbound near exit 18. In the area 35-mile marker eastbound, I observed a 2017 White Cadillac CTS matching the description provided by Troop G Dispatch. As I closed the distance behind the vehicle, I observed the vehicle use the brakes multiple times attempting to slow down, then the vehicle exited the interstate on to the 36-mile marker exit ramp abruptly while failing to utilize a right turn signal. The vehicle failed to maintain the lane by crossing over the white fog line multiple times and nearly drove off the asphalt. I activated my emergency lights to conduct a traffic stop. The vehicle accelerated turning south onto State Highway 299, then on to State Highway 174. I observed the vehicle travel left of center and accelerated to get away from me. The vehicle traveled southbound and was traveling too fast to negotiate the curve, resulting in the vehicle to lose traction and swerve into the oncoming lane nearly leaving the roadway. The vehicle regained traction and continued traveling southbound. I attempted a TVI with no success. The vehicle came to a stop in roadway, I positioned my passenger side front bumper on the driver side rear of her vehicle to limit the driver’s ability to continue traveling. The vehicle attempted to turn around to travel northbound, but I used my front bumper to collide with the driver side front and rear doors to limit movement. I exited my patrol unit and began giving multiple commands to show me your hands and to stop moving. The driver made visual contact with me and continued to make attempts to flee. The vehicle was able to continue and traveled into a deep ditch on the east side of the roadway. The vehicle exited the ditch and entered back onto the roadway traveling southbound. The vehicle made another attempt to use a residential driveway to turn back around. I placed my front bumper on the passenger side rear quarter panel. The vehicle traveled west down the driveway of the residential property nearly colliding with two trees parallel with the driveway. The vehicle made another attempt in turning around in the driveway, then backed up and accelerated and collided with my front bumper. I accelerated in to disable the vehicle and rotated the vehicle counterclockwise until the vehicle finally came to final rest facing north. The driver exited the vehicle quickly to evade, I gave commands to stop and pointed my taser at the subject. The subject failed to comply; I deployed my taser with a successful deployment. The subject was struck above the right breast and left abdomen area, then fell to the ground. I grabbed both hands and placed the subject in handcuffs with out further incident. The handcuffs were checked for proper fit and double locked. The subject later identified as Christal Dixon. I removed the two probes from Dixon. Dixon was checked for injuries and placed into my patrol unit. While speaking with Dixon, I could smell a very strong odor of intoxicants coming from Dixon. I observed Dixon to have bloodshot and watery eyes and her movements and speech were delayed at times. Sgt. Kyle Peek arrived and observed the minor front bumper damage to my patrol unit. An inventory was completed on Dixon’s vehicle. During the inventory, cold alcoholic beverages empty and full were in the front passenger seat, two sealable pouches containing THC gummies, one sealable pouch containing marijuana, and one black/multicolored marijuana grinder. M&M Wrecker Service arrived and took possession of the vehicle. I transported Dixon to the Hempstead County Detention Center. I read aloud the Arkansas Statement of Rights to Dixon. After multiple attempts, Dixon refused to initial and sign stating she understood her rights. Dixon refused to participate in the BAC Test. Dixon was charged with Felony fleeing in a motor vehicle, driving while intoxicated, refusing to submit to a chemical test, possession of a controlled substance schedule VI, possession of drug paraphernalia, and owner fail to register vehicle. Dixon was held for a first appearance.

Your best shot is the eastern half of Arkansas...between Conway and West Memphis....this is where approx 12% of the 13% live (if u know what I mean)??? Especially around Little Rock, Pine Bluff and West Memphis....Almost full blown, non stop 24/7 action....with all the entitlement, needing to call momma, I can't breathe and can I get my phone nimrods out there....personally, I live in western Arkansas, where the only action is some good ole country boy that has let his Busch light drinking go over board for the night ...lol....In fact, that could be me at any time ...😁
