Trooper's Report: On January 24, 2024, I, Trp. Dairren Evans #573, was patrolling Interstate 40 eastbound when I noticed a silver Dodge Charger with LPN "USAJCKN" driving in the left lane with a dark tinted license plate cover. After checking the license plate through NCIC (National Crime Information Center) it returned expired on 6/30/2019 on a 2013 Hyundai Elantra blue in color. At this time, I activated my emergency equipment to initiate a traffic stop on the suspect vehicle. The suspect vehicle slowed and pulled to the outside shoulder coming to a stop. As I exited my patrol vehicle, I noticed the suspect vehicle had not shifted to park. I closed the door to my patrol unit and began my approach to the suspect vehicle, at this time the suspect sped off and fled the traffic stop at high rates of speed. The suspect vehicle fled eastbound on Interstate 40 at speeds well over 100 miles per hour. The suspect vehicle was driving with no concern for other lives on the roadway by recklessly driving on the shoulders at high rates of speed and weaving through heavy traffic. The pursuit continued onto Interstate 40 to the Interstate 40, Interstate 55 split where the suspect took Interstate 55 southbound. The suspect continued to drive in an extremely reckless manner and at one point almost lost control of the vehicle at high speeds with traffic present. At this time, I decided to attempt a Tactical Vehicle Intervention to stop the dangerous flight of the suspect vehicle. As I positioned my vehicle for the intervention the suspect brake-checked me, causing my unit to pass the suspect vehicle. The suspect vehicle then came to a stop and made a U-turn continuing to flee the wrong way on Interstate 55 with heavy traffic present. The suspect vehicle drove northbound in the southbound lanes of Interstate 55, I attempted to follow the suspect vehicle. As I got through traffic, I began to drive the shoulder to follow the suspect vehicle. I then saw the suspect vehicle had struck a semi-truck head-on in the center of Interstate 55 and the driver was fleeing on foot to the north. I exited my patrol unit and gave chase to the driver. After a brief foot chase, I was able to apprehend the driver who was later identified as Kyla Morrow. The suspect was offered medical treatment by Crittenden EMS, but she refused treatment and complained of no injuries. The suspect was then transported to the Crittenden County Detention Center without further incident. They always say they're scared, but I can never tell of what. They clearly aren't scared of getting arrested, because to flee is to guarantee your arrest. They clearly aren't scared of death or injury, as illustrated by the reckless driving, which carries the substantial risk of crashes like this. They also can't possibly be scared of police use of force, because it's common knowledge that when you resist arrest, use of force by the police becomes lawful. And yet, it's "I'm scared, I was scared" every single time. Maybe one of these days, one of these fleeing suspects will elaborate on exactly what they're scared of. The world is all ears.

I’ll never understand why most *suspects drive cop magnets* (Dodge Chargers). *Any cop behind a charger has a 100% chance of running the plates* and wanting to know who is driving the damn Mopar. There’s a 90% *probability* that the driver will have either warrants, no license/registration/insurance, on probation/parole/be out on bond/be a fugitive, have tickets, illegal tint, an illegal firearm, drug paraphernalia, no seatbelt and committing traffic offenses like speeding, running lights/stop signs, passing on the shoulder etc. *You’re supposed to blend into traffic not stand out* when doing suspicious activity but unfortunately, *that logic is rocket science to people driving Chargers* 😂

Those chargers are very solid. I got wrecked in the past by one of them on the the driver side, l needed two new doors for my car. The charger had only a tiny scratch in his bumper.

So the shorter trooper wearing 30+ pounds of gear caught up with her in less than 1 minute! Another fine example of the ASP at work!

Arkansas is a little tougher than that. I live in deep blue RI, and we are top 15 in criminal punishment. I think we beat Arkansas by one spot, meaning we give out harsh punishments for severe crimes. We even beat out Florida. California, New York, and Massachusetts top 3 weakest.

I love ASP. They don't play with the those that are stupid. If you want to run doing 100 mph they will put you doing 100, You chose the speed with which that they are going to PIT you. If you run after being involved in a head on, then you get to walk back to the location you ran from, even if you are injured. People, if you make bad decisions, there will be consequences, including ones that can impact the rest of your life, be it prison or having permanent damage to your body. Can ASP teach other state police how to stop enabling these criminals???? It is shocking that anyone with a lick of sense even considers it a good idea to run from ,an ASP officer.

The places that don't pursue or call off the pursuit are responsible for teaching that fleeing pays and the more dangerous your driving the more likely you'll get away. If all departments treated pursuit like the ASP, eventually the message would sink in that you're not going to get away.

Seeing this as a truck driver who lives in Alabama but has driven on this exact stretch of interstate in Arkansas to Tennessee is insane I also have a charger RT but I don’t drive it like this.. at all.. all of us are not the same. I even have a twin turbo AWD SHO ford police interceptor and this would have been the SECOND police interceptor I’ve owned… if you gonna run, you better be in something AWD. THESE CHARGERS traction control and ABS system is NOT the same as the pursuit ones, there is a reason they don’t put the 8 speed in the pursuit 5.7’s.. the gear ratio is too close and too small which causes extreme traction issues under harsh acceleration in wet conditions…. 96% of police interceptors are AWD/4WD.. and to the long nose Pete/Kenworth… buddy was just trying to make a living and got smacked head on by somebody who doesn’t know the power of their car.. driving the wrong way… that’s an 80,000 lb vehicle that was met with extreme OPPOSING INERTIA, that HURTS.

Arkansas State Troopers are tenacious and fit, and they look good in those uniforms. They don’t chase for miles and miles like state police do in many other states, putting many innocent lives at risk; instead, they will use a PIT/TVI when it’s safe to do so (with no other traffic in the area), so that most times only the fleeing perp’s vehicle is damaged. Since ASP have bumpers that lessen PIT damage to their vehicles, many times their cars aren’t even scratched. Sometimes even the perp’s vehicle is virtually unscathed. I’ve heard others complain about how dangerous a PIT is, but I’d rather leave the damage for the perps and the prepared popo than innocent civilians in the crook’s path.

So how's it work in Arkansas? Car is still registered to John Gibson auto sales, Hot Springs, a "buy here, pay here" type of dealer. How does it know what insurance is current? Does the dealership have a blanket policy for all vehicles until such time as it's fully paid for?

I would assume so, since vehicles are test driven and such. That said, I have seen one charger running through that area for 18 months with a dealership placard on it, not even a dealer tag. There are a lot of small "dealerships" that need to be shut down for these practices.

I'm sure they require the buyer to have their own insurance, and I think whatever that pays out goes to the holder of the title, whether it's the "owner" or the finance company, who actually owns it until it's paid off. I'm sure the dealership has their own insurance policy though, just in case the buyer lapses coverage, to cover them in case the car is wrecked while still owing. And the buyer still owes them in that case, sometimes maybe they even pay it off. But mostly the insurance just pays out, the payment covers the outstanding debt, and the car is totaled. That's why they require you to maintain full coverage until it's paid off, to make sure they will get paid no matter what.
