If you mean the famous Russian composer, he was an ethnic Ukrainian. There's a famous philharmonic in Kyiv named after Tchaikovsky. There were many ethnic groups in the Russian empire in the 19th century. He was not Udmurt, he was just born in Udmurtia.

As an American who's ancestors have lived in America over 200 years some over 400 years a lot of traditions have been lost and not passed down and I feel lost in identity/culture sometimes. I know where they came from so I try to learn about the culture and traditions but its not the same as being able to still live it locally like this with other people of the same background. Rus' was founded by slavs and a finno-ugric minorities (back then noone even knew about genetics) so the similarities are pretty common. there are also similarities with tatars. we lived together for centuries, it's no wonder we have cultural crossovers.
