It means that things are looking up, luck is turning around. After a couple of listens, I'd say he's likening it to the artificial euphoria that comes with being high. That after living like a junk yard filled with false starts, being high makes you feel like things might turn around or start looking up for you, at least for a little while.

The first commenter has it right, it's also (supposedly, this is sort of a 'fan adoption' that hasn't been "proven") a reference to the flash of blood you get when you shoot up smack...you draw back to make sure you're in the vein, getting a flash of brilliant red when you've got it right, before you slam the plunger down and inject the load. I.e., 'coming up roses'

Lol at these replies. Yes there's a lot of drug references in the song. But "coming up roses" is LITERALLY a play on "pushing up dasies". So it's kind of like saying "on your way to dying".
