Step 1: Use Twitter's brand name and cost cutting to restore to profitability. Step 2: Use profits to invest in a large number of additional resources to develop new capabilities. Step 3: Rebrand Twitter in parallel with releasing these new capabilities. They've skipped step 1 and 2. And they've only done the rebranding part of step 3. Elon Musk could possibly skip step 1 and step 2 but just pouring a lot of additional money in the company. But he isn't even paying rent on their office space. So no this only makes sense if Musk is actively trying to kill the company.
