It's not really odd. Eponine is always portrayed by the strongest female voice. She also has the most profound solos in Les Mis. Cossette is light and in love. Fantine is flowing and angelic, despite the horrors that she endures. Valjean is higher. Eljoras is booming, due to being a revolutionary leader and Javert is lower and gruffer as he is rigid in his quest.

Russell was great. Seen the film ALOT and the last time I saw it, I concentrated on him. Singing was fine (not Broadway quality, maybe, but he sang on key)...watch his eyes. Much of what he portrayed Javert was done through his eyes. Great, RC~
