Who owns the user stories is estimation ,scrum master or PO , Also, in which scrum ceremony we should do these estimations , backlog refinement/sprint planning.

It is always good to get estimation done from people who are expected to do the work , so in agile it is expected that team does the estimation of work since they are going to do it.

We does the estimation in the Sprint Planning which is one of the Scrum Ceremonies. The Devs are responsible in giving estimation and Scrum master runs the show. The Devs are responsible for the Sprint Backlog.

In managed service, we have to provide cost estimates to the customer beforehand.. ROM wont work.
