I always interpreted the ending as the force of the impact having driven the evil out of Michael, at least temporarily. His reaching out to Laurie is his attempt for her to see the real him, if only for a moment. (Yes, I know Resurrection tells us it wasn't even Michael, but that seems like a be stunt to me).

Jeremy, to answer your question about where Michael Myers was since they did away with Halloween 4-6 for this, he was probably camped out at the Myers House, where he ate rats and stockpiled cans of baked beans. All the while, he was exercising like a fiend in preparation for that part where he climbed down off the ceiling pipe to surprise Laurie in the hallway.
