In the cutoff section, what is break down voltage of the zener diode? What is the rating of the relay. The way I saw you wiring diagram.its seen that the relay is 12v .

There is a issue with this circuit.. when the battery is charging the voltage of the battery will read the applied voltage charge.. there for this circuit will always be on
