📜 History of Policing London: Scotland Yard at Last - Even if you've never studied the history of the police force, chances are good you're familiar with the Scotland Yard as a heavy feature of Sherlock Holmes stories. But how did London take the final steps from the privately funded and highly specialized Bow Street Runners to a police force salaried by the government itself? We talk about the inspirations behind the Scotland Yard and how London walked the fine line between social order and civil liberties, guided by Robert Peel. (We're just as surprised as you are)

It's a great reminder that the police forces of today are not a natural consequence of societies, that somehow arose fully formed from the city. They are things that we have built and like all things we create, we can change them too. - A

As a person who has seen the British police force I think they are a bit ill equipped,they only have batons,hand cuffs and sometime tasers it’s rare to go hand to hand combat with a criminal I believe they all should have tasers

@@mndunkerque2497 a taser can be stopped with 2 sweatshirts. In the US this is why all cops have a firearm/service weapon - because the only thing sure to stop a crime is lethal force. Two fun facts about the British police: 1) The title "Constable" (the entry rank for a British police officer) is taken from medieval England (as is the tradition of naming regional police branches "Constabularies"). During the Middle Ages, constables were "part-time sheriffs", in a manner of speaking. They functioned as local judges for minor disputes, and also helped to organised the limited powers of medieval local law enforcement. However, they were not professionals, and were simply nominated to serve their local community as a constable in addition to their day job. There was 1 constable for every 100 men in England, roughly speaking. The "parish system" mentioned in earlier videos in this series is founded in this older "constabulary" system. The "part-time" nature of the Bow Street Runners is also drawn from this earlier system. 2) British police helmets are called "Custodian Helmets", and were adapted from German "Pickelhaube" Helmets dating from the later Victorian period, and evolved alongside the British "Foreign Service" and "Home Service" Helmets of the same period. The first custodian helmets were, like their military counterparts, made of pith (which is essentially cork, or soft wood) and coated with dyed fabric. Pith helmets are rigid, and provide a limited degree of defence, but are only about as tough as thick cardboard. They were never designed to be protective headgear. During the civil unrest which occurred in the UK around the 1970s, police officers were often tasked with containing riots. It was discovered that the tradition custodian helmet wasn't sufficient to protect against bats and other weapons, as many helmets were caved in by rioters, injuring the officers wearing them. These helmets were phased out and replaced by a new design, which was constructed of hard plastic (like a construction helmet) coated in fabric, rather than being made of pith. While not equivalent to a full riot helmet in terms of protection, these new helmets are at least capable of tanking a couple of percussive hits before breaking, and will save the officers wearing them from serious injury in most cases. Additionally: - The badges on the front of custodian helmets differ between regions, with each helmet (usually) bearing the crest of the regional constabulary. The top of the helmet also differs between regions (and can feature a comb, orb, or rose design). Google "custodian helmet" to see the variations. - The custodian helmet was adopted during the 1860s by the Metropolitan Police, and other police branches across the UK followed their example, although there was very little standardisation. In the 1930s, the UK Home Office tried to standardise the custodian helmet designs, but wasn't totally successful. - Many regional police branches have abandoned the custodian helmet, citing expense, practicality issues, and other problems (boo!). - Only officers on foot ("beat bobbies") wear custodian helmets. Patrol officers (and other officers in vehicles) wear peaked caps. - WPCs (female officers) also don't wear custodian helmets. Female officers wear special "police bowler hats", because that's just how England works.

Part of me wonder if this is why Judge Dredd had an appeal to Britain? Considering the unarmed police in the country, general anti-authoritarianism of 2000AD writers, and a jab at 1970's conservatism, meta-discussion on Plato's Republic (At least Judges being celibate and austere "Guardians" and the citizenry being complacent leisurely class), and satire of zero-tolerance policing (Not sure if Britian had crime wave as US, but the intent is still there with a man trying to petition to ban pies before pointing out the folly of said idea); many British would find the comic's setting to be interesting.

Untill post WWII, there's just not enough change to build a video out of. 2. that is some very, very f***ing dark subject matter. the treatment many people recieved for their problems often violated what we would consider basic human rights, and was often straight up sadisdic and highly abusive. we still don't have the problem even close to under control in this day, and the past was far worse. i genuinely think the subject might be too dark to fully cover on youtube or EC.

While the police force was clearly a success here, I want to know more; for example, Conan Doyle depicts the police as downright incompetent in many Sherlock Holmes stories, and seeing how they handled some cases at the time shows that Doyle wasn't exactly exaggerating too much. What were some shortcomings they experienced as the Victorian period went on?
@hagamapama

Doyle made them look incompetent to make his OC look heroic. Also plenty of times in his novels the police provide the muscle and resources to turn his brilliant deductions into results.

Take a look at Holmes' cases. He only took those that stimulated him. Him, a person that had studied and lived to solve the most complex criminal cases. He pioneered scientific methods to solve crimes. Holmes also sometimes committed crimes to solve a case. All in all, you simply couldn't expect the police to perform their duties at his level. And to his credit, one of the recurring Inspectors became less and less apprehensive getting Holmes involved. Holmes produced results and didn't seek the limelight. And the stories do not show us all the cases the police solved without his help.

Public lighting in Paris was exceptionally early in that regard (late 17th century, under Police Lieutenant General Gabriel Nicolas de La Reynie), and was much expanded upon under Napoleon III and the Second Empire. This is also why Paris earned the name "the city of lights", not to mention a reputation as the best policed city in Europe.

Their police force doesn't tend to need guns because they encounter a criminal with guns so rarely. Something I feel we Americans could learn from... But, one also has to consider we're alot bigger too and it's easier to enforce low frequency gun laws in a smaller country like Britain.

They started wearing ID numbers in the late 1800s… and stopped wearing them in the 2010s during riots. Frankly, this video is superbly dated, given the scandals that have rocked the Met and police forces across the UK. Community policing has it’s place, and as a solution… well, it’s better than many others. But it still exists to support the needs of the higher ranks of the social hierarchy, and offers benefit to the middle classes only to co-opt their vital votes to support the political classes that in turn enable the economic classes.

Clearly, policing is still a work in progress. I appreciate this series and the perspective it provides. It shows us what our police forces have had to overcome, and what still needs work, and helps me appreciate the progress that has been made. A few years ago I was involved in a domestic dispute that became a brawl in the street and ended in my arrest--partly because I asked the responding officers to take me away (and refused to implicate my ex-boyfriend, who triggered the episode but was not responsible with my actions). When I was released from the hospital and verified that I was in custody, I thanked the officers for their courtesy and for being so likable, and one of them pointed out that my treatment of them has a lot to do with their treatment of me. That's something many people would do well to remember, as is everything leading to the police forces of the world today.

Not having weapons is part of what makes British police kill far less people than American police. British police is also seen as in many ways part of the people (thus the accountability) and not just an arm of governmental force. Of course the lack of widespread civilian firearms helps the police get away with not being armed.
