This pop up window is called Rearming and Refueling. You can search in your controls options to find the the key combination to bring this window up.

Parts of the ECM suite was built into those pylons one some F/A-18 versions. Like the ALQ-162 jammer in the Canadian F/A-18

Yes it does, you can now easily go over mach 1 without afterburners

For you next plane you should first determine what types of mission you want to do. Then pick the aircraft that can do it the best. For night operations you can't beat the harrier.

The F/A 18 allow you to do both, AG and AA, this is one that you can't go wrong. It had the speed to get in and out of the area and it can go toe to toe with the best fight. DCS is having a sale for 50% off on more aircraft until think 4 July.
