It doesn't matter what Mexico does to its cartels. In the end, these people will find other means to get here. Those migrants perfectly know that once those unaccompanied children are taken in by the DHSS they will be treated as US born children. Guess who pays for the living expenses and educacion of these minors? Yes, US tax payers.
