I love the irony with this ending in relation to the master's plans. The master wanted to unify people under a new race, but by becoming a threat to humanity, he's inadvertently unified everyone against him. He achieved his goal, just not the way he wanted.

A similar scenario could occur if vault 13 never had a problem with the water chip. In fallout 2 it’s mentioned in vault 8’s computer records that vault 8 was supplied with a surplus of water chips due to some kind of shipment error. If the water chips were distributed evenly between the vaults as intended then it could also result in this alternate history scenario.

The thing is the Master sought out vault dwellers due to their status as "prime normals" who are completely untouched from radiation or trace exposure to FEV in the wasteland. Mutants made from this breed of humans are much much more capable and intelligent. It stands to reason if the water chip never broke the master wouldn't find the vault in time to give his army the strength it needs.

@@VannMunson very true. If the water chip never gave out Jacorean wouldn’t have been sending other VD’s out either. So there’s less chance of someone else realising they had seen people with a 13 on their backs. Essentially if not for the water chip Vault 13 may have remained totally isolated and hidden.

Mr House might wake up if the Master’s army entered Nevada. I believe he said the reason why he went online is because he detected the NCR entering Vegas and knew he had to greet them and show them he was not something they could just conquer.

@@Spicystachegamer The Master's army wouldn't crumble, but having Mk. 2 Securitrons would make conquering Nevada an absolute nightmare. Assuming the securitrons are re-awakened at the Fort and are all upgraded to the Mk. 2 model, The Master would be stuck in a logistical hellhole as he has to deal with both the Brotherhood and the Enclave's alliance while their forces in the south have to fight off Securitrons armed with explosive ordinance, and lots of them. He could try to brute force House and his Securitrons, but it'd be extremely costly and would likely leave them vulnerable to an attack from an outside force such as the Enclave/BoS alliance. His best option would be to employ stealth and try to attack covertly, but The Master only has so many intelligent mutants at his disposal to carry out such attacks, and the Nightkin are unreliable at best. House, who would most likely have calculated all the odds if he can get a feel for the numbers on The Master's side, would expect either outcome and be prepared for each. It'd just be a bad situation in general for The Master when your enemy doesn't feel the loss of numbers that heavily and can repair itself mid-battle.

The way it makes males sterile is fev will target every cell including the DNA when males reproduce. He would run out of fev, then dumb mutants, then the smart ones would probably disband/make a community when things hit the shitter. Once he runs out of FEV, its just going to be a slow death for the unity because even though they can't die of old age/rads/disease, whatever is in the wasteland will slowly pick them off

I’ve thought about this too and also concluded that the Brotherhood and the Enclave would team up eventually to take on the Master, with the two groups either becoming staunch allies or maybe turning on each other after the common threat had been eliminated.

The Brotherhood would be gone long before the Enclave would have been alerted to anything. If you play Fallout 1 with the mutant invasions enabled, the Master's armies destroy absolutely everything if you take too long.

@@Thagomizer well yeah sure, eventually. But we don’t know how much of a time jump there is from the failure end of the game to the super mutant army storming into Maxson. And I’m pretty sure that at the time the plot to Fallout 1 was written, they didn’t even have a clear concept of the Enclave Oil Rig and the base at Navarro. I would say it would take a while for the Super Mutants to break in. It would be a siege. The Enclave Vertibirds would see that these power armored soldiers would some of the last people resisting the mutants and come in with guns blazing. Or not. The Emclave are dicks.

@@chrisamon4551 There's already a pretty definitive answer to how long they would last. You're supposed to get the bad Brotherhood ending if the Master is still alive after 170 days. The mutants will also find Vault 13 in 500 days, or 400 if you happen to share its location with the water merchants in the Hub. Of course, they could find it a lot sooner if the Vault Dweller surrenders to the Lieutenant immediately after reaching Necropolis, so exactly how the Vault Dweller fails in this scenario is relevant, too. I just assumed we were trying to construct a timeline in which the Vault Dweller's influence is excised as much as possible.

I mean, I always looked at it as just a renaming for the advanced power armor for the 3D fallout universe. Like, giving it a proper production model naming scheme, since it's a similar jump in technology as T45 to T51. Maybe it's something like T45A vs. T45D. T-XX denotes a baseline design, and sub designations represent improvements upon the baseline design. So, enclave armor from the older games could be thought of as just X-0, and the design iteration that is accepted as the baseline for full-scale production and deployment ends up being X-01. Again though, I feel like it was initially just done to refresh the naming scheme to something that was more in line with the other power armors.

The only thing they’ll be missing is the test subjects like those from arroyo village (which won’t exist) and a control vault (which may be accessible).

@@Jsipki265 We never got a true sense of how powerful the Enclave was originally meant to be. Or what they may have been capable of digging up. It's possible they could have had cells/other groups. Had abandoned bases they could re-activate with useful toys. Something like a stealth bomber with a bunker-buster doesn't sound too far out of the realm of possibility. I mean from a F2 lore creation standpoint, though. By the time things get handed off to Bethesda it's hard for me to really see it as canon.

That’s an interesting “what if” scenario… The Enclave and The Brotherhood fighting side by side… now that is a crazy scenario I wish we could get a game set in. Mind if I do some thinking? I imagine that The Enclave, now that the Super Mutant threat is greatly diminished, would begin slowly folding themselves into the Brotherhood to replace the BOS losses. This would not only allow the Brotherhood to go on the offensive, but make sure The Enclave can have their foot in the door, so to say. Assuming Enclave personnel rise the ranks fast enough, it’s possible The Elders may be exiled from the Brotherhood by the Enclave, as the Brotherhood is rebranded the “US Army, LA Division.” From there, The Enclave begins rebuilding the city using their superior technology, and slowly make their way North, conquering the last few settlements (some bloodless) while exterminating the last of the Super Mutants. They also repair infrastructure as they go, setting up safer trade routes, activating SkyNet, and ultimately Liberate the states of California, Oregon, and Washington. From there… isn’t it obvious? Move East, retaking Cheyenne Mountain, Vegas, Dallas, New Orleans, Miami, Charlotte, Atlanta… eventually, the whole of America is Liberated, with roughly 40% of all infrastructure rebuilt. I say 40% because the Enclave would need to tear apart the crumbled buildings to make new ones… and they would focus on restoring the Railroads, as those can allow for faster transit of resources than by foot, and would serve as the primary mode of transit for the everyday Americans. Vertibird bases and airports would still be repaired, but used solely by the Politicians and Military until the factory situation catches up. I also believe that they would focus on railroads so heavily due to America’s history with Manifest Destiny. The people went out into the wilderness with horse trains, followed by *railroads,* with cars and planes coming waaaay later due to the technology catching up.

Why would the Enclave fold themselves into the BoS? I find it infinitely more likely some *BoS bunkers* join up with the Enclave and we end up with skirmishes and a Cold War scenario, a thin veneer of stability and cooperation allowing them to rebuild the West Coast. Rather than the Enclave disbanding themselves and refilling BoS lost numbers. So you have a similar situation to OTL in Hoover Dam, the BoS forming a Republic with mixed Enclave response - unable to send their best troops in case war breaks out with Enclave who still claim to be the true America.

BoS didnt wind up having more bunkers until after The Masters defeat when they began their expansion becoming the R&D powerhouse thats in the canon post Fallout 1 ending

We need another mutant threat to the Fallout series. Having your main enemy be a monstrosity and knowing losing will result in humanity being mutated is a freaky thing to think about. They used the FEV to do that, so to get the FEV they would have to assault the base anyway. Not to mention the Enclave would be decades from conceiving that plan and most likely wouldn't know that the FEV had the capability to accomplish that.

@@thepreacher7399 the BOS is obviously producing weapons of war as well in the capital wasteland and they have a large stock pile of enclave technology and equipment, a giant robot. And as we saw in fallout 4, they send in scouting parties first. They would be prepared and probably hit key targets as they came rolling in a kind of shock and awe movement. Plus I would imagine that the NCR took some time to recoup from the war with the legion.

I'd love to see the Aftermath of a Enclave-Brotherhood Victory where the Enclave might eventually try to use Gene therapy or something like that to try to repair the damaged genes from Radiation. Would be nice to see it, probably wouldn't happen but imo a nice idea.

I could see the Enclave and Brotherhood genuinely teaming up, one is just the post war US government, the other is made up of US Army deserters. Both are elitist, have similar origins, similar goals, a reliance on tech, a love for their power armor, and neither could care about some wastrels trying to survive.

In Fallout 2, the Enclave were really only a shade greyer than the Brotherhood, a faction which at least gives you the courtesy of a “f**k off” before they blow you away with their advanced weapons.

One big problem with this video: we don’t need to speculate on what would have happened in FO1 and its factions in the case of the victory of the unity, as cut content found in the game’s files tell us precisely this outcome: kzbin.info/www/bejne/mZ7dhKmnqrefaqs Simply put, the Boneyard, Necropolis, Hub Junktown, Shady Sands and even Lost Hills are wiped out in the following order after the start of the game: Bone Yard - 90 days Necropolis- 110 days Hub - 140 days Lost Hills - 170 days Junktown - 210 days Shady Sands - 230 days Vault 13 - 500 days (400 days if water caravans are hired, which provide the location earlier to the Super Mutants). Most of the population is wiped out, with the exception of the BoS, where you find a single surviving Paladin outside the bunker, who says that a few scouting parties and patrolling Paladins were away at the time of the attack, but so few of them are left that at this point “the Brotherhood is dead”. The video also includes the corresponding ending slides for these groups and a few details, such as the Super Mutants capturing the BoS advanced weapons, but taking a long time to figure how to use them due to their low intelligence. Also, the raiders do manage to pull themselves together and continue their activities. So basically, no BoS, no NCR, raiders do survive and the Super Mutants slowly learn how to use the BoS hi-tech weapons. On the other hand, it would be interesting to know what the Master would eventually do if he later figured out on his own that Super Mutants can’t reproduce.

I think this still offers a different perspective, as the vault dweller is captured, the unity takes control of vault 13 first and the Master starts full scale war with the rest of the wasteland.

Cool detail, didn't know about it. Though I agree with some comments there, that a full on slaughter of every living human is not the best piece of writing and does not fit very well with the Master himself who wanted to uplift, rather than obliterate what remained of humanity. "The rest would be allowed to live out their days under Unity control and protection." Going through with the genocide would make a genuinely relatable villain into just another Saturday cartoon one and made the Master much less than what he was. Besides, I'm having serious doubts about the capability of the Unity to organize, deploy, transport and coordinate (with so few smart mutants) a force large enough to take on Lost Hills first without notice, and second without any sort of reaction from BoS fighting on their home turf with short supply lines and godly training. I also find it doubtful if Mariposa had larger weapon stores than Lost Hills and that the Unity would be able to commit as much resources to the attack, due to them being stretched between different objectives and locations. Also nobody talks about the upkeep of an overwhelmingly large mutant army, which must have been gargantuan by wasteland standards! So no, I doubt that BoS would lose. Oh, and after destroying either Mariposa or Cathedral, the timer should stop, as either would destroy the Unity's combat capability. I'd ignore that completely- it's just too unfinished and leaves too many questions and plot holes.

When Fallout 4 dlc's came out, I had hopes for a Mutation Workshop. Similar to the Vault-Tec Workshop dlc, it would have a mission setting. You would start with Strong or a random Super Mutant asking you to help them. Because the Super Mutants of the Commonwealth were the results of the Institute experimenting on FEV, the Super Mutants lack the means to re-produce. They would ask the Sole Survivor to become their new leader by taking over the town of West Everett Estates from Hammer. Once done, you become the new Master tasked to eliminate the rival Mutant Bosses around the map and bring more mutants under your rule. Even capturing humans for slave labor, food or as new mutants. And if you have access to the Institute, you'd be tasked to retrieve tanks of the FEV stored in the abandoned section of Bio Science. With the FEV, you would gain access to the Mutant Workbench. Much like the Robot Workbench, the Mutant Workbench gives you the means to create or become your own mutant creature; Super Mutant, Ghoul etc.

A classic Enclave-BOS alliance to fight off the Master's army would be a cool idea for a game/mod,and would make for a radically different postgame fallout universe. The Enclave is out of hiding and maybe the two hightech factions fighting a costly war to prevent a grim fate would likely be the beginning of some actual postwar reconstruction instead of a bunch of factions larping in the ruins of the old world. If we factor in the new factions ability to access things like Big MT and the Seirra Madre (vertibird go zoom) to grab the hyperadvanced tech installed in each,they may very well could hit a full post scarcity civilization with prewar population density figures in the westcoast and extensive colonization of the east coast by 2250. Hell if you throw the reawakening of Mr House and recovery of the platinum chip in their normal times we could very well see lunar colonies and massive efforts to clean up the remaining heavily irradiated areas in the CONUS by 2300. Not to mention the fact that the new America would not by the rapidly declining dystopia it had become by 2077,but something completely new built on a nearly clean slate.

Amazing video, but here are a couple of points that could change your conclusion. 1) Limited growth of Unity. Mutants are sterile because of FEV, it's likely only real manpower expansion would be capturing new humans or farming them. Capturing new humans would be possible up to a certain point until the effects of military attrition would be felt. Farming people and then turning them into mutants, would work under exponential law i.e. incredibly slow at the start. In real-world developing nations population grows at 3-4% yearly and this is with proper medicine and food, and not in a radioactive wasteland. Considering a low mutation success rate, it would mean that initial force growth would be very slow. This is confirmed in Fallout universe as it took master about 50 years to make a dozen or so mutants. All this means that mutant forces are weakest at the start and only grow stronger, but this growth works on a long enough scale. Where Unity forces would have a real problem is with officers. In-universe mostly prime mortals would be smart enough to lead any tactical unit, the average mutant is quite dumb. Without officers, it would be just a huge bunch of orks that could be destroyed by any proper military units very fast. Even basic concentration of forces would require a certain level of military command structure, not even talking about more developed strategies. This could remove any manpower or firepower advantage that the mutant army could have. And master's army really struggles in this regard, as at best they could field about 50-60 military-worthy officers after they found Vault 13 (this is with removing any future farming potential). And it would only get worse from this point. 2) Strength of Brotherhood. Brotherhood on the other hand would have peak strength at the beginning of the conflict. Limitation on brotherhood would be equipment, as they mostly rely on scavenging, not producing military equipment. After people realize the threat of mutants, mobilization of nearby cities would start and everyone who can carry a rifle would be joining their resistance, most likely as a part of Brotherhood forces. With both of these in mind, if what we see in-game (or told, cause amount of characters in-game is much smaller than the universe would imply), it would be a face-off between 500-1000 mutants, with little tactics other than raiding or sieging settlements vs the organized force of perhaps 5k-10k mobilized soldiers, with about 500 paladins. Initially, expansion of Unity would be really slow, as settlements when getting to know the threat would be evacuating or brotherhood using the scorched earth tactic. Human forces would only grow, as raiders and other communities would be joining the military under Brotherhood, as Unity threat grows closer. Result: I doubt that Unity could expand fast enough to overwhelm Brotherhood. In-game elders are too slow to respond, but this is mostly because they had no real encounters with mutants. With the proper mobilization of forces by Brotherhood and nearby communities and the use of tactics, the mutant army would lose. They don't even have to assault the FEV base or master, as cutting down their growth would be enough. Even if it's not true and master's forces would overwhelm communities nearbly, Enclave would most likely face the threat and do the same thing - cut down the potential growth of mutant manpower by evacuation or *removing* towns and eventually starving mutants to death. Assault at FEV base is an interesting option but functionally would be the same and only accelerate the process. In any case, Brotherhood or Encalve would defeat Unity and would greatly expand their influence. Brotherhood could become similar to Vault City but bigger, more advanced, and with a much bigger population (assuming assimilation of Hub and such). This could mean faster recovery of civilization to something similar to pre-war America(as a brotherhood is influenced by pre-war America) or most of the west coast being under influence of fascist militaristic fanatic Brotherhood(there are parts of brotherhood that are closer to fascist isolationist, as one of Fallout ending confirms). In the case of Enclave, that would most likely accelerate their plans, and the story of Fallout 2 would happen much earlier, but with no "chosen one" to stop them.

@@Jsipki265(I'm useing the fallout new Vegas stats here) some variants of super mutants are more powerful than the bots, such as the nightkin master and beserker, but if we go with the endings that best benefit Mr house and the master then here's 2 problems, mr house owns the dam and with enough time could most likely produce an even bigger army than before(maybe even build a mIII Os), but the master would have to send a lot of mutants scouting for more people, also consider the fact that the mutants aren't very smart, yes the vault 13 mutants are but there still dumber than usual, there's also the fact that Mr house is a genius while the master is well... And Mr house could command his army instantly if he so chose.

Quite the interesting thought experiment. Though, I would predict a few key events differently: At one point you argued that the brotherhood would perceive the Mutants as such a threat that they would go in full and protect the hub. Afaik, the brotherhood does not really care about protecting people and, as you yourself put it, protecting the hub would lead to a sieged position with the only prospect of likely being annihilated slowly but surely. Thus, I would say that the brotherhood instead would use the hub as bait to occupy the bulk of the mutant army while they go in full to attack the enemys headquarters. The results of that battle would determine the future of the wasteland. In any case, the victor would be severely weakend and it may lead to something similar to the ncr in the region. Similarly. if the brotherhood is in the hub as you envision it, I would assume that the enclave would use them as bait for the army while doing a full on strike on mariposa base. No need for cooperation, which I btw find unlikely. Although, this attack would basically come out of nowhere for the master. So it could work very well. But in both of these scenarios, the number of now leaderless super mutants on the west coast would be far greater than it is in the original fallout series, which would make an interesting setting.

Main issue with your statement is that the brotherhood relies on the hub for food and water if the hub falls the brotherhood is going to slowly die of thirst so protecting the hub would be a priority for the brotherhood because it's necessary for their very survival

Well possible continuation here but, with the Enclave likely wanting a sample of the FEV from Maraposa they would likely discover its capabilities, when it comes to the creation of super soldiers and its ability to form an anti mutant plague. With this its likely that the Enclave would come to the same plan to purify the world as in the normal fallout timeline as they would see this as the best way to save what was left of humanity by killing them before they could be changed into mutants especially since the master had turned so meany by this point. The only difference we could have is if the Enclave choose to save the brotherhood or let them die with the mutants. If the brotherhood is saved then the Enclave would have a large militarised force already on the main land with a large civilian population ready to start rebuilding. If they choose to not warn and save the Brotherhood then the Enclave would try to repopulate on their own but with such a small population such efforts would be slow but they would lack any form of competition.

I don't see a lot of people talking about The Legion. It might have a harder time forming with the unity expanding, but if The Brotherhood and Enclave can stop the Unity's expansion, or atleast slow it down for like 95 years (I know I'm stretching it). Ceasars legion just might form. It'll certainly be difficult and the culture may be different given the fact that Ceasar comes from the followers and they might be completely wiped out by this point, and if you're this far into this comment you can see that I've givin up because this is basically impossible. Either way I'd love to see Shrek vs Latin dude dressed as an OU Sooner.

9:28 Alongside the Enclave, there's also the Midwest Chapter of the BOS from Fallout Tactics(Who control everything from Chicago to the rockies), the collection of settlements around the Great Salt Lake mentioned in Van Buren, the Texan Chapter of the BOS from the PS2 game, New Vegas, and the various raider tribes in Colorado that would have eventually become the Legion in the future.

It's likely The Master would have sent scouts into neighboring states, Nevada, Wasignton, maybe even all the way to Arizona/Texas. Entering Nevada and likely finding The Strip would bring House back to activity and, realizing he probably doesnt have much time, get the Dam and the Securitron upgrades early. As House would still need to enlist someone to go do stuff elsewhere for him, such as activating the Securitrons at Fort Worth, it's possible all of the Mojave is united. Well whats there at the time that is. The Enclave re-activating would likely send a team out to the Vertibird base in the Mojave making contact with House in the process as well as reactivating Hidden Valley. This puts the Enclave on 2 sides of The Master while being backed by an army of Securitrons and a united Mojave, and the Enclaves main base off the coast.

I am in no way saying that applies to you, you did bring up several good points, I just am tired of people arguing on the internet. I suppose the best thing I could say is that your statement about “interacting with the Enclave” is wrong because I don’t consider fallout 2 and 3 to be “fanboy wankerism” as you put it. It simply comes down to this: the way that the Enclave as a faction as a whole operates doesn’t make much sense to me and I think their reclusiveness is mostly to blame on bad leadership, because it always is, and if they had a more open-minded leader it would turn out different. I think (I forgot the name of the studio who made fallout 2) the ‘game makers?’ Designed them in a way to be like that, then so be it, I just feel like fallout is a franchise to put more depth into a faction than “good guy bad guy”. Like take a look at Caesar’s Legion. They crucify, and murder, but still, in some aspects are still a better choice than any other faction in New Vegas. Anyway, I’m going to go spend some time doing something else than arguing with people on the internet that I will never meet and that will make no difference in the future.

The Enclave/BoS joint attack on the Master's Mariposa base sounds super exciting, conceptually and visually... Not-evil, or not-as-evil Enclave is also really neat as a concept. It got my imaginations working. On one night, mutants are guarding the base entry. The area is quiet... until they start hearing an unfamiliar sound. The sound of Vertibirds. And boom! Sentry posts explode out of nowhere, followed by Enclave and BoS come flying down in Vertibirds (I'm just presuming that mutants can't fight as effectively in the dark than in daylight, and power armor has some night fighting equipment). Small number of scouts or a ground forces with, perhaps some heavy equipments are already in the area, and they start attacking the base defense to cover for Vertibirds landing. Mutants defending the entry fire at the Vertibirds. Lots of tracers illuminate the sky. Humans take some casualities, but soon establish the control of the outside, then they enter the base, where they meet some tough mutants and ugly monstrosities. Then they face the Master. The next day, the base is full of dead mutants, and some crashed Vertibirds are lying around. Enclave and BoS search and eliminate mutant strugglers... i could see vault 76 residents managing to fight off master's army with the stuff that they got like gauss miniguns actual nukes and all that plus power armor with jetpacks would give them an adventage.so either the vault dweller will just be replaced with a vault dweller from vault 76 in killing the master, but far more likely is that west virginia would become a stronghold for a while

This and the video on House getting the Platinum Chip inspired me to conceive of an AU where the survivors of California make a mass exodus to the east, rather than standing and fighting the mutants. Together, the denizens of Nevada start looking for the Platinum Chip in earnest, finding it and activating the Securitron Army. This is only the first step, though, as all the local towns, tribes and factions are told the horror stories of the California Refugees; Big Mountain, the Boomers, the Desert Rangers, all of them make preparations for a unified front. Meanwhile, back in Cali, the Unity Army is building it's own strength, creating mutant animals for fodder and Psykers for spies and interrogators. Ghouls are accepted into the Unity as well; while not exactly equals to the mutants, they enjoy a higher status than humans. The Enclave stays on the oil rig, relying on their isolation and anonymity, launching hit and run missions while engineering their modified FEV bioweapon as fast as possible, with plans to disperse it via the jetstream as per FO2, unless someone convinces them otherwise. Then there's the other Enclave outposts like Chicago, Raven Rock and Adams AFB, to say nothing of Vault 0 and the Calculator's Robots...

Fallout Pre War. A HOI4 mod in development, set in 2060 till 2080. Grand strategy game but allows a possibility for the player to avoid nuclear war and win as opposing nations. It’s quite interesting and their reddit page has the details for each nation. Else check the discord.

Dude can you please make more of these? I’ve been imagining fallout alternate history scenarios in my head since I played fallout 3. Can you make a timeline where the lone wanderer is killed and the enclave takes over project purity successfully? Edit: this video was terrific. Keep it up 👍

This video was the most interesting to me as it represented one of the earliest and greatest changes that could have happened in Fallout, I'm not opposed to making one about Fallout 3, but I do know there's already videos about the Enclave winning in Fallout 3. I would have to watch all those videos and then make sure I'm presenting something new, but I would want it to possible still.

Personally i like to think that the commonwealth would be a hell hole for the masters army as between the glowing sea filled with deathclaws and the institute possibly working with the local factions and on top of that power armor is bloody everywhere due it to being a military zone prewar. i could easily see the factions uniting. it would probably fall however but it would be costly.

Well actually according to the Fallout 1 endings, the Brotherhood held out the first wave but a traitor in their midst caused them to fail so the Brotherhood would've been wiped out making the masters plan failing unlikely as they would master the weapons and take over the world

It would have been epic for some games set in such a setting. The Master was a great villain and the Super Mutants were at their best as part of his army. Those guys were stupidly well armed packing lots of heavy and energy weapons. A far cry from the later, pathetically armed ones we see in later FO games, such as with pipe guns and wooden boards in FO4.

It's interesting that most likely in this timeline, Frank Horrigan would not exist. Frank was more than just the brawn of the Enclave, he also represented the apex of controlled mutation and experimentation by the Enclave. Without Frank, the knowledge of FEV and more specifically how it can be used to wipe out mutations the Mutant War would be a long one of attrition.

One problem i have with this theory is the human breeding part you talked about. The Master did not know that Mutants were sterile, only the Liutenant did. He believed super mutants were able to have children and won't change his mind unless given solid proof. When he learns this he is so disconforted he deems al his work useless because the mutants are not the straigh up superior race he wanted to create and kills himself. Based on this i'm pretty sure the human breeding to create new mutants might be a plan made by the smart mutants that the Master is not supposed to know. If he finds out he might very well freak out and die but i think the chain of command under him made by smart mutants might be able to keep control on the majority of super mutants and ravage the wastelands of California.

My guess would be the Master keeps making mutants, gets the Dwellers of 13. Realizes the mutants are sterile and keeps working to fix them… likely never succeeding. In the meantime, the BOS and a few others willing to fight would keep fighting. The fight keeps going, the NCR never forms, the BOS probably takes the remaining humans north to find more recruits. Likely to hide until they find a way to destroy the Master. The Master creates his own new nation of mutants. Taking Vault 8 citizens to experiment on in his quest to make non sterile mutants. Then comes the Enclave. They likely would wipe out the mutants. It would be a hell of a war but ultimately, the Enclave succeeds. Enclave would make their new government and work on their space program. First finding more Vault Dwellers from control vaults. The BOS might come back and start a war with the Enclave or just stay north.

Vault city was explicitly said to be weaker than the Khans in fallout 2. Random bandits in a cave could destroy vault city. Vault city would be crushed by 4 super mutants. They actually aren't all that powerful.
