I liked the last one, and wondered if you could just sew a strip of fabric over the top , but it wouldn't be shaped.

You totally could and even make it shaped, I would draw the exact shape which works for you on the actual dress to work out how wide you can make it while stay flat. If you fancy trying out the panelled version from the book, there's a full drafting tutorial for it on my patreon page.
