If you been to prison or are familiar with the setup people will sanitize and cook directly on their metal bunk and you also can have a stinger which boils water if you wanted to boil it. They also been giving boiled eggs in chow for decades so getting some from the kitchen wouldn’t be hard. He might be lying or telling someone else story but realistically if you had bread you can get anything from food to a mobile cellphone.
