I worked a job like this. We had new management come in and the first thing they did was write people up on PIP's. We got together (everyone now on a pip) and discussed it over lunch. The "targets" were all numbers based. ## of tickets processed, ## of systems repaired, etc. We came up with ways that were within the rules to meet those numbers. When someone was thankful for the work we did and asked if there was anything they could do, we always asked them if they would mind letting the manager know we did a great job. Were we productive, not really unless you consider spending 80% of our time creating and closing tickets just to meet the ticket numbers they assigned.

This is happening to me right now. We’ve changed ceo 3 times since October. Now my whole team is on PIP so we get no raise nor bonus. We have found ways to get around and shortcuts. We’ll see if we are let go in 2 weeks.

Supervisors have it all wrong...my supervisor judged me by how often I responded to Slack messages. There was an unstated expectation that I would respond to each message or send an emoji even if it wasn't a message that required a respond. I have always read all messages and done any tasks related to my job...However, I had to stop my workflow and retrain myself to make sure I responded to each damn message so that my supervisor knew I was checking Slack regularly. It's a waste of time and clogs the channels with unnecessary messages that no one else needs to read
