I literally Googled that 10 minutes ago and apparently the internet doesn't know. In a Reddit thread they discuss this and it's not clear if kids can be killed or at what age they can be killed or when they can participate themselves. One person mentions some kid around 13 or 14 years old being killed in one of the movies or in the show. That's all we know.

A minor antagonist in the film was also a spoiled teen with two friends. As someone who is an entertainer for children, this made me feel upset and hurt. Yes, it is for story wise and I am not blaming the writers or crew, I am upset about the in depth universe of The Purge and with this teacher. Yes, feelings are difficult to manage at times, especially bad feelings. At the same time there are healthy ways to express and communicate and even deal with these issues in ways that don’t hurt other people or ourselves. This teacher was using tactics and even lessons that are very similar to what Mister Rogers educated and turned them into negativity and it just hurts.

I had a very terrible past and I used to idolize The Purge, The Saw Movies, John Wayne Gacy, Adolf Hitler, and so much more because I used to believe that if I wasn’t loved, why should everyone else deserve it. I was treated badly and I have done things towards people and myself that were bad as well. I honestly wanted to kill people as a way of revenge, control, and feeling powerful over people. It isn’t right and it isn’t good. These movies really do pop up the negative aspects to light at the same time it is how we deal with our emotions and thoughts and how we view these things that matter :)

Ultimately in the franchise the purge is just a way for the government to legally exterminate poor people, but they frame it as a ‘right for all’ so the people don’t take action against the government for the annual culling of welfare recipients & cripples & kids. We see tweens purging in the urban one with the bodega and in purge election night the whole motive of the protagonist is her family was killed purge night including kid siblings.

It would be a nightmare for insurance because you wouldn't know if someone kill their family for the insurance money. No insurance adjuster could keep up with claims. Even if the poor were never allowed to file claims, there would be some rich kid torching their neighborhood.

The first film established a level system for citizens with senior citizens, children and elected officials not approved for the Purge. However this went away in Purge Election Year as part of the governments plan to assassinate a politician running for president. Ultimately didn't matter as society broke down the following year with the forever Purge incident.

To answer your question kids are not off limits they are fair game. Because as it says only high level officials are off limits in all except one of the movies. So everyone one else is fair game men , wemon and children. Can be targeted. Then that one movie where that rule was changed was The Purge Election Year. Because it would be the only way to kill the one running from president and she was against The Purge. Then the Forever Purge happened wich meant the people purging. Basically went F the rules let's never stop an go after every one including the government officials.
