FHP Pursuit: Another Perp in Dodge Charger Bites the Dust

On December 17th, 2023, I was entering my vehicle after stopping at the Racetrac located at 4156 W Blue Heron Blvd, Riviera Beach, FL 33404 when I heard a vehicle with an aftermarket exhaust system exhibiting a large amount of noise traveling westbound on West Blue Heron Blvd and Interstate 95 (State Road 9). I then entered my marked patrol vehicle and proceeded westbound onto West Blue Heron Blvd, actively searching for the Dodge Charger with the excessive exhaust noise.
As I approached the intersection of West Blue Heron Blvd and N Military Trail, I spotted two newer Dodge Chargers. I waited for the westbound Blue Heron Blvd light to turn green and not only heard but also witnessed a light gray Dodge Charger perform an exhibition of acceleration as it sped past another dark gray Dodge Charger, continuing westbound on West Blue Heron Blvd.
Attempting to overtake the Dodge Charger in my marked 2021 Dodge Charger patrol vehicle, I reached top speeds of 140MPH in a 55MPH zone. I continued trying to overtake the vehicle without activating my emergency lights and sirens. However, the Dodge Charger persisted in speeding, eventually turning left (southbound) onto North Jog Road from State Road 710 (Beeline Highway) through a red light. This action almost caused a crash with other vehicles. The Charger then proceeded to drive recklessly, showing no regard for the motoring public by traveling southbound in the northbound lanes of N Jog.
After witnessing the high rates of speed, running the red light, almost causing a crash with several vehicles, and the Charger driving in the wrong lane of traffic, I activated my emergency lights and sirens in an attempt to stop the vehicle.
The grey vehicle then accelerated at a higher speed and began to actively flee and elude being stopped. While the vehicle was fleeing, I informed the Lake Worth Communications Center that the suspect vehicle was not stopping. At one point, I spotted a black male with dread-like hair and a younger appearance looking out the left mirror of his vehicle, positively identifying the driver. The Charger then collided with a vehicle at the intersection of Military Trail and PGA Blvd and fled the scene of the crash. FHP Sergeant Thomas (1828) worked the crash at a later time.
The vehicle continued at high rates of speed throughout the city of Palm Beach Gardens, committing multiple traffic infractions until I was able to perform a left side Precision Immobilization Technique (PIT) and stop the vehicle southbound on N Military Trail south of Gardenia Drive in the right shoulder. The vehicle collided with bushes and signs within the right shoulder, coming to a stop. I exited my marked patrol vehicle, drew my FHP issued service pistol at the occupants of the vehicle, and observed the passenger (an unknown black male of a younger age in a white short sleeve shirt, blue jeans, and white/black shoes) exit from the front passenger side door.
The driver, later positively identified as Jaylin Kamarea wearing a black short sleeve shirt, black pants, and white shoes, then exited shortly after and began to run eastbound through multiple backyards and lawns. Please refer to Palm Beach Gardens case number #23006394 for the exact addresses in which Mr. Davis entered and burglarized. Officer Sanchez of the Palm Beach Gardens Police Department assisted in finding Mr. Davis hiding in bushes within the curtilage of private property (refer to the previous Palm Beach Gardens case number for more information).
Palm Beach Gardens then transferred Mr. Davis into my custody after I identified the driver. Mr. Davis had on him the keys to the Dodge Charger and claimed the vehicle as his. The victim who was burglarized expressed his intention to press charges on Mr. Davis due to the fact that Mr. Davis entered the victim's curtilage without permission, passing through a closed wooden fence approximately 6 feet tall. Additionally, he hid in the victim's backyard without permission, attempting to continue fleeing and eluding the police. After Officer Sanchez of Palm Beach Gardens found and then transferred Mr. Davis into my custody, I brought Mr. Davis to the Palm Beach County Jail where he was booked for burglary, fleeing and eluding at high speeds, hit and run, no DL, DWLS, and reckless driving.

I think letting bad behavior happen means there will be more bad behavior from these people, so one bad behavior stopped means many more bad behaviors averted. What do you think? There should be a separate court system for these cases where there is clear evidence of what happened and you can schedule court date within 7 days. Play the full video to a jury and prosecution rests. 20 year min in prison upon conviction.

Usually private citizens don't run (R) rated tires like the State Police. The extra weight the runner was carrying very likely made the tires heat up and get soft. He seemed to loose control and couldn't accelerate like he did at first. That pit setup by the trooper was masterful!

I believe that fleeing and eluding at high speeds and putting counties peoples lies at risk should be a more significant charge. It should be considered attempted murder or be punishable as such. It’s crazy that people just think they can haul ass from a police/trooper and the only charge is fleeing and eluding. Harsher penalties should be handed down for this. I know it’s a felony but seriously watch one of these and at anytime they can hit another car going 130 plus and those people are dead

Fleeing and eluding is a 3rd degree felony (5 yrs max). He should have been charged with fleeing and eluding- disregard for safety of others (2nd degree felony - 15 yrs max) based on him running the red lights as he did during the pursuit.

FHP trooper, outstanding driving skills; I'd say when you get promoted you might want to be an instructor and teach that fine line one must straddle when involved in such a high stakes pursuit as this. Here are the key points; keep supervisor informed on location, speed and conditions; stay within the envelope aloud to continue pursuit, safety first; focus on how the pursuit is proceeding and look for all options to end pursuit. When they are stopped, clear the scene for firearms and focus on the driver unless other intelligence has been provided that changes standard operating procedures. As you take a second look at this pursuit, you pick up all the safe actions the trooper took to keep the suspect vehicle in sight and report to his supervisor key status on how the chase is going. Overall, Bravo Zulu, great job and Lord continue to bless you on you job as a trooper for the FHP......
