FHP Troopers Pursuit Lane-Hopping Menace | Sarasota County, FL

Incident Report: On 5/2/2023 at approximately 1256hrs I responded to a Reckless driver call on Interstate 75 traveling north from MM186, in Sarasota County Florida. There were many calls reporting a white Ford Ranger driving at high speeds throwing metal objects out and swerving lane to lane and using the shoulders to pass. Trooper Pierre-Louise was at the Interstate 75 MM198 paved turn around. Trooper Pierre-Louise observed the suspect vehicle driving north on Interstate 75 in the left lane. Trooper Pierre-Louise pulled out and gave up dates on the vehicle as they traveled north.
I was waiting on the median shoulder of Interstate 75 near MM203 northbound in my marked patrol car. I observed the vehicle and Trooper Pierre-Louise traveling north near MM203. Trooper Pierre-Louise activated his emergency lights and the suspect vehicle immediately went from the middle lane to the right shoulder and accelerated, fleeing from Trooper Pierre-Louise. I advised to Ft Myers Reginal Communications (FMRCC) that we were in pursuit of the suspect vehicle. My marked vehicle had the lights and siren were activated and the suspect vehicle continued to flee traveling on the shoulder and on the roadway. The suspect vehicle slowed down enough for me to utilize a PIT (Pursuit Immobilization Technique) maneuver. The PIT maneuver resulted in an immediate stop of the pursuit.
The suspect vehicle spun out to the right shoulder where it stalled. The driver and sole occupant of the vehicle was taken into custody without incident. The suspect was identified as Phillip John Kinney via his Florida driver's license. After Kinney was handcuffed, I stood him up and walked him back to a patrol car. While walking back to the patrol car Kinney spontaneously uttered “I'm sober”.
During the contact Kinney continuously stated someone was chasing him and the local law enforcement and FBI were involved in trying to kill him and his family. I conducted an inventory search of the vehicle and did not locate any signs of narcotics related activity. There were 2 empty prescription bottles in the vehicle both were for Amphetamine Salts which is a generic medication for Ritalin. I spoke to family of Kinney who advised he was being treated by a psychiatrist but did not know of any diagnoses. Kinney was charged with reckless driving (UTC AHHXSBE) and Flee and Eluding a marked patrol car with lights and siren activated (UTC AHHXSCE). Kinney was processed into the Sarasota County Jail without incident.

That was one of the more peaceful felony stops I've ever seen posted. Helped that the suspect was compliant, but the cops were being very professional too. The one cop even had time to give the dog some scritches. Hope this fellow gets the help he needs.

This isnt a guy on drugs, if you read the description hes on anti psychotics- Ritalin. So eating poorly, lack of sleep over long periods of time(4 hours or less for months on end), a lack of vitamins, alcohol or drugs consumption ,and a predisposition in the family to psychosis all leads to this. Im an RN and worked in mental health for 2 years, Its unreal the stuff Ive seen and what people are capable of. He's wearing a work jumpsuit so he clearly had his life together somewhat, he was just having a multi day manic episode. Though it probably couldve been caused in the past from doing bathsalts, meth, or heroine(judging by him repeatedly stating his previous homeless issue)

There's a scientific reason behind prescribing those "drugs" that affect the chemical reactions in the brain in such a way that the client/patient ceases the same response to that stimulus- Meaning the patient stops having psychotic episodes. You're implying that a hospital is prescribing drugs that induce psychosis. Instead of criticizing a singular point without a rebuttal and staying on the point of criticism, how about we come up with a proper form of a rebuttal to have a discussion otherwise all you've done is provide an empty response- and that's downright deplorable. If that was me, Id be having a mental relapse- or an abysmal amount of mental gymnastics to feel like I was right. Good thing I went to school and got an education though so I don't need to feel that way and can come up with a logical rebuttal. So Ill wait.

Imagine when you get anxious or stressed about something in your normal life- that normal stressor can mean they go into a psychotic episode- could be anything from extreme panic, anxiety, anger, or seeing things

I once read a story about an Arizona patrolman coming upon two men kneeling in the roadway late at night with their hands up, just outside the entrance to a state park. Their car was on the shoulder. They were on some kind of drug that had a similar effect as this guy appears to be having... they believed they were being held at gunpoint by a sniper, and were happy to be rescued.
