Incident Report: On 5/2/2023 at approximately 1256hrs I responded to a Reckless driver call on Interstate 75 traveling north from MM186, in Sarasota County Florida. There were many calls reporting a white Ford Ranger driving at high speeds throwing metal objects out and swerving lane to lane and using the shoulders to pass. Trooper Pierre-Louise was at the Interstate 75 MM198 paved turn around. Trooper Pierre-Louise observed the suspect vehicle driving north on Interstate 75 in the left lane. Trooper Pierre-Louise pulled out and gave up dates on the vehicle as they traveled north.
I was waiting on the median shoulder of Interstate 75 near MM203 northbound in my marked patrol car. I observed the vehicle and Trooper Pierre-Louise traveling north near MM203. Trooper Pierre-Louise activated his emergency lights and the suspect vehicle immediately went from the middle lane to the right shoulder and accelerated, fleeing from Trooper Pierre-Louise. I advised to Ft Myers Reginal Communications (FMRCC) that we were in pursuit of the suspect vehicle. My marked vehicle had the lights and siren were activated and the suspect vehicle continued to flee traveling on the shoulder and on the roadway. The suspect vehicle slowed down enough for me to utilize a PIT (Pursuit Immobilization Technique) maneuver. The PIT maneuver resulted in an immediate stop of the pursuit.
The suspect vehicle spun out to the right shoulder where it stalled. The driver and sole occupant of the vehicle was taken into custody without incident. The suspect was identified as Phillip John Kinney via his Florida driver's license. After Kinney was handcuffed, I stood him up and walked him back to a patrol car. While walking back to the patrol car Kinney spontaneously uttered “I'm sober”.
During the contact Kinney continuously stated someone was chasing him and the local law enforcement and FBI were involved in trying to kill him and his family. I conducted an inventory search of the vehicle and did not locate any signs of narcotics related activity. There were 2 empty prescription bottles in the vehicle both were for Amphetamine Salts which is a generic medication for Ritalin. I spoke to family of Kinney who advised he was being treated by a psychiatrist but did not know of any diagnoses. Kinney was charged with reckless driving (UTC AHHXSBE) and Flee and Eluding a marked patrol car with lights and siren activated (UTC AHHXSCE). Kinney was processed into the Sarasota County Jail without incident.
