well and I think they've already established, just like how Hulk isn't truly an aimless raging death maniac to whomever he meets as long as he initially CHOSE to transform for a given time as opposed to being forced to by an external power/person, that he later as Banner can retain a reasonable amount of memory of what he did during Hulk time when he transformed on purpose. The Hulk at the beginning of Infinity War, he seems to have stayed in Hulk form all that time from when he chose to transform during the whole final Asgard battle in Ragnarok. Thus it makes sense he can warn Strange and Wong about Thanos when he turns back after crashing into the SS.

Individuals. And I'm happy to say that, for the most part, they haven't let me down"* Steve is foreshadowing hard with his possibly ironic words.

When I thought about General Ross becoming Secretary of State, I realised the perspective he'd gained was about using a far simpler way to get what he'd always wanted: control of the Hulk. And with the accords, he'd get control of the rest of the Avengers too. So he didn't really change all that much: he just traded one uniform for another, and started using words as his weapons. BUT, as you pointed out, that CHANGE would be the perfect place for a Skrull to impersonate him ;)

That's not *entirely* true. Technically yes, Fury and Hill were scrolls all throughout the movie. But after that you see these scrolls calling and complaining to the *real* Nick Fury (assumedly so, I guess it's possible there's a second fake Nick Fury, but that seems a bit repetitive and somewhat poor in planning). So it sounds less like there's a scroll take over happening, and more like Nick Fury is working on storming in and making them his bitch. Or at least these two in particular. While there may be some hidden scroll reveals, I think they're more likely to become comedic foot soldiers than Earth invaders
