Just need to enable Nearby Device Scanning option. This will fix the Wifi connection, later you can disable nearby scanning.

If anyone is eeing this later on around this time. And is on note 20 ultra (whatever verison of android that is) what worked for me was searching up wifi in setting, then going onto status information (wifi mac address) and then going onto the actual wifi mac adress option then deleting every single saved one on my phone. Instantly reconnected after i typed the password in
