Flat tire leads to PURSUIT and MARIJUANA arrest - Arkansas State Police

Trooper's Narrative:
On today's date, I was working traffic enforcement on State Highway 1 south of Marianna, while on a traffic stop the driver of
the suspect vehicle passed my location with a blown tire. The right rear tire was blown out and the tire was starting to separate
from the rim. I finished the traffic stop that I was currently on and proceeded to stop the suspect for the defective tire.
My emergency lights were activated from the previous stop, and I activated my siren in an attempt to stop the vehicle. The
driver accelerated to approximately 64 mph with no indication of stopping. I pulled closer to the vehicle to use my speakers to
advise the suspect to stop the vehicle. I advised the suspect to pull over and stop. The driver refused to stop and began waving
her hand out the window. I then advised dispatch that I was declaring a pursuit of the vehicle.
I moved closer to the vehicle and looked for a safe location to perform a TVI to stop the vehicle before we entered a very
populated area. As I moved to the right side of the vehicle to perform the TVI the suspect slammed on her brakes. She began
to pull over to the right should of the northbound lane of State Highway 1 and came to a stop.
I exited my patrol unit and contacted the driver on the driver’s side of the vehicle. I could see that the suspect’s hands were
empty, and I could approach the vehicle safely. The driver was on the phone, and I advised her to hang up the phone and put it
down. The driver told whomever she was talking to hurry up and get to our location. I could smell the odor of fresh Marijuana as
the driver exited the vehicle. I walked the driver of the vehicle to the front of my patrol unit and asked if she had any weapons
on her person. She stated no she didn't even have a Bra or Panties on, so I performed a visual inspection of her person due to
the type of clothing she had on.
I placed the suspect under arrest and placed her in the rear seat of my patrol unit. As I opened my passenger side door to
unlock the rear door, I noticed the suspect drop a bag containing a green leafy-like substance that I identified to be Marijuana.
The wind was blowing extremely hard, and the bag began to roll down the highway. I placed the suspect in my patrol unit and
retrieved the bag of Marijuana that she dropped. Due to the fact the wind, the majority of the Marijuana fell from the baggy.
The suspect was transported to the Marianna Police Department and jailed.
The suspect, Idella McKinney of West Helena, AR, was charged with the below listed charges:
27-14-306 - Expired License Plate
5-64-419(b)(5)(A) - Possession Schedule VI Controlled Substance
27-16-303 - Driving with Suspended License
27-22-104 - No Insurance

I guess my question is, why is not felony fleeing included in the charges? She ran from the trooper and exceeded 108 mph. If that isn't felony fleeing, then I know nothing! I suppose that could always be the case, but if I ran from the police at 108 mph or more, I know I'd be sent to jail. Then, again, my license is not suspended, except by me. I have severe visual impairment, so I quit driving (my own judgment) more than 6 years ago. I would NEVER put some other innocent motorist, a family member or myself in danger when, in my own opinion I don't see well enough to drive. I'm 78 years old, so I don't go many places anyway and my son drives me wherever I go! Good video and good work for the ASP! Love it!

I respect the Officers. I think 🤔 they should have another Officer there immediately. There is no way as an Officer will I be running upon a person with just Me . There is two , no way. I have seen two and they approach car. One Officer ended up in the car, dude drove off . One had to jump back, the other Officer was killed. It was so unfortunate. Most of them give Officers a hard time. Cursing them out. Want get up off the ground. It took six Cops to get one person up. One judge to set them free. I watch those pursuits all the time.
