Trooper's Narrative:
On Monday, February 26, 2024 at 11:00 a.m., I was patrolling on Stateline Ave when I heard over the Texarkana central
dispatch that Texarkana Texas Officers were in pursuit of a gray Volkswagen passenger car that had just stole some items
from Super 1 Foods. The officer stated the tag was Arkansas 837 ZIK. The vehicle returned out of Hope, AR. Cpl. Brent
Walker and I were sitting at the service road and I-30 at the 1 Mile Marker, when a Texarkana Texas Police Officer got on the
radio and stated that an off-duty officer had seen the vehicle running red lights heading south on Richmond Rd. Minutes later
we observed the vehicle traveling eastbound on I-30 at the 1 Mile Marker.
At 11:05 a.m., I attempted to catch up to the vehicle. I observed the vehicle to be speeding, driving across the fog line, and
driving on the right shoulder. I then used my radar and observed it was traveling at 96 mph. I had my emergency lights and
sirens on and the vehicle failed to stop. We traveled at speeds around and over 115 mph with my top speed reaching 131 mph
on the interstate. The suspect vehicle was passing on the left shoulder, making improper lane changes, and all over the road.
The vehicle kept driving like this until it took the exit at the 12 mile marker. At the 12 mile marker exit and U.S. Highway 67, the
suspect vehicle ran the stop sign and made a left turn on U.S. Highway 67. Cpl. Glendon Flowers then took over the pursuit at
11:11 a.m. The vehicle kept driving recklessly. Cpl. Flowers performed a TVI (Tactical Vehicle Intervention) on U.S. Highway
67 around the 15-mile marker. I reached my top speed of 136 mph on US 67 as I was catching up to Cpl. Flowers and the
fleeing vehicle.
After the TVI, the vehicle traveled into the westbound ditch and overturned, landing on the top of the vehicle. Cpl. Flowers, Cpl.
Walker and myself started giving commands to the driver. Trp. Landon Loe then arrived on scene and assisted us. We were
able to get the driver to crawl out of the back passenger door. Cpl. Flowers then called her to him and placed her under arrest
without incident. The driver was identified as Takesa L. Moss. Pafford Ambulance Service was called to check Ms. Moss out.
Ms. Moss was transported to Christus St. Michael Hospital. Ms. Moss was later released and arrested by the Texarkana Texas
Police Department on felony charges. Ms. Moss's vehicle was towed by Razorback Wrecker Service and a warrant and
affidavit was done on Ms. Moss for felony fleeing.
