0:40 - asked, "Can I outrun them?" … The old saying still holds: It doesn't matter if you can outrun that cop; you can't outrun the radio. (You _might_ stand a chance if they didn't get your plate or a good description of the vehicle and they were going the other way, but in general… you're gonna lose, on way or another.)

Shouldn’t brakes be regenerative first, then resistive?

The short answer is yes. How it felt: you'd apply brakes (lets just say constant pedal), and after a beat you'd be greeted with sudden additional force. It felt as though the standard brakes were engaging followed by a wave of regen. I'd definitely want to discuss with an engineer about the actual cause of the sensation.
