The isle with the dragon is approximately 1000 blocks away of the part when you can find end city so if you have many blocks and patience you can go to end without Beating the dragon or well… you can build a flying machine

Hunters should've started farming blocks to chase the flying machine. They could have potentially reached Dream before he got the Elytra. Obviously leave a few back at the island to fortify it but End city loot and Elytra are incredibly strong and stopping Dream from getting them would be pretty strong.
