Fun fact: Forster was meant to play Sheriff Truman in the original series but couldn't due to scheduling conflicts. After Ontkean declined to come back for The Return because of retirement, Forster finally had a chance to play the role.

I just realized. Frank’s character represents the “newcomers” to Twin Peaks (since not everyone saw the Return after the original 2 seasons...25 years is a pretty big gap). He doesn’t know much about Laura’s case and Cooper, so he has to be informed by Hawk and everyone else about it. He doesn’t really know how that case touched everyone in the town so he doesn’t know how people like Bobby might react to it being brought back. He thinks the real Cooper is Mr. C, while Andy and Lucy immediately recognized him as a fake. (New viewers may have thought so, too) Do you see my point? David Lynch built this character perfectly and deserves every Emmy he can get!

It might have been Lynch who masterminded that, but it is somewhat more likely it was Mark Frost who insisted on giving the role to him. Remember how Ontkean supposedly took out the jacket and was all ready to take the role? What if - Lynch offered Ontkean the role but then Frost talked him out of it for narrative reasons. He recognized that the show was going to be too confusing for the average person who didn't follow the original... and hell... even for those who did.

Sir John Hammond I suppose you may be right. I always forget how important Frost is to Twin Peaks, and that’s a problem a lot of people have! We always forget to give credit to Mark, he’s so important in the whole world-building, yet everyone praises Lynch and Lynch only! Anyway, doesn’t matter who made this decision, BOTH Lynch and Frost deserve these Emmy awards for creating such original and clever characters!

Yeah. I admit taking some time to warm to Frank, despite liking Forster himself. But the way he reacted to everything, especially Andy and Lucy's son, was comedy gold in its own right and often matched how we felt. No matter who wrote that in, I think it was the intent.

Robert Forster is a great actor and has played a good substitute, as a Sheriff to Twin Peaks. Of course, we would have liked to see Harry Truman too ... but Frank is really great!
