Wait, I remember reading up on this a few years ago when a friend told me about it. And she described it exactly as you did, but when I looked into it, it wasn't because people thought that 25-year-old women weren't mature. It's because the women would then regret their decisions and sue the doctors and institutions that performed the surgery that they asked for. So doctors just stopped doing the surgeries to avoid the issue. Interestingly enough, this is what's happening now with adults that got transitioned as kids. The adults are coming out and saying that they were taken advantage of. Of course, the LGBT community are decrying these individuals as never being transgender even though they got the surgeries. It's truly horrific stuff.
