Just adding that when you have your knee to his shoulder while controlling his hand, the idea is to hyperextend his elbow so that the person isn't able to get up and move.

RATs and BJJ are super common. (rapid assault tactics/Brazilian Jiu Jitsu) I’m not SF, but have worked for them as a training helper (ie pretend bad guy) and also participate in a local BJJ gym with a (active) couple operators.

I would think its because you don't know if your weapon is still operable from the struggle. Also I wouldnt wanna be on my back with someone holding a knife possibly falling on top of me. Dead or not.
