It's accurate to say that Jutland was a bad thing for England but it was in fact worse for the Germans who never put a naval fleet to sea again in WW1. It's hard to see an argument that while it was not necessarily a huge tactical victory for England it was in fact a strategic victory. In addition the actions of Jutland eventually led to unrestricted submarine warfare which eventually led to the US involvement in WW1 and it's ultimate outcome.
