NO, Force them to give you a Estimated annual allotment. Otherwise they Can clam it ALL because you can not prove otherwise. It would be simple to me, offer them the increase of there current usage average, plus 25%, ..... that is our agreement moving forward. If it is NOT in writing, it is up to interpretation later. Just my advice. PS, second listen, I would demand to see the environmental impact study. What kinds of by products, waist, dose this plant and all future planed projects produce? What is the added contribution to the cities water treatment facilities? What will be the expected increase in shipping/receiving traffic as well as Electrical infrastructure and garbage collection expectation requirements? What is the post 9/11, threat factor will this data centers "data", hold? Until I think Of more....
