Not really. The yu-gi-oh! manga is all the same series, in the US they divided it by arcs, like Dragon Ball. YGO!R it's just a spin off, its quite good. Like many spin offs is located in the original manga's timeline, so people confuse it with filler, wich is not.

Akira itou went on to co-create cardfight Vanguard. Wich is pretty niche outside japan but inside japan its scary close to Yugiohs success. Because of this we will probably never get any adaptation of yugioh R, since Konami views it as the spinoff created by their greatest traitor turned competitor

Granted, they had no problems releasing the cards featured in the series. Rather notable when there are so many cards from even the early anime still waiting to get a real life counterpart. But really, I think the main reason R won't get an anime is simply because it's quite dated, and it's far from being the only manga-exclusive Yu-gi-oh! series. Hell, GX and other subsequent YGO series have a manga version, but rather than being an adaptation of the anime (or the other way around), the manga just takes the basic characters and settings and go in a completely different direction with them (kinda like Dragon Ball Super). And Yu-gi-oh! is far from the only franchise that has manga-only storylines. Just look at Pokemon Adventures, people have wanted to see that animated for years.

This was like the second thing I saw of Yu-Gi-Oh after the Pyramid of Light movie. It was at my library and I thought it was so cool, the wicked cards were fun and it served as a nice stand alone story. Very much a nostalgic throwback

I've always seen Yu-Gi-Oh R in passing and never had any idea what it is. Its sad and funny that it being animated would be confusing since Pegasus not only survies in the original anime, but cameos in GX a few times. Can't really avenge him if he's alive and well.

It could still contrast with the relationship between the two Yugis as the story opens with the original Yugi working on his own deck in secret.

I would honestly love a more flushed out anime based off season 0. Yu-Gi-Oh R is basically the Doma arc, but kinda worse. Joey carries the whole thing and his rematch against Bandit Keith is the best part of the whole thing, it even has a very nice touch at the end with Joey giving Keith his Time Machine card back, telling him to find himself again and when he does, he will duel him again
