@@NGN There has been some Post-Invsaion Audio logs added into the game recently through the Epsidoe updates. Episode 2 added the Henry Hayes (found inside Campus Settlement with all avaliable once max upgraded), Odessa Sawyer (found around the buildings near Theater Settlement) and Ridgeway (found in Lincoln Memorial, Air & Space Museum, and Capitol Building) (still missing 1 for Ridgeway but I plan to back track to see if it is in early areas of the Air & Space Museum.)

I have to agree with that it doesn't make sense that the second wave wouldn't be warned of rogue agents. But what is more startling is that Isac has something called rogue protocol. That means that it was planned or at least expected. New protocols don't just pop up out of nowhere.

That's a good point. What particular criteria has to be met for ISAC to designate an agent "rogue", and why aren't there failsafe measures in place to cripple or eliminate rogues remotely such as self-destruct devices in their equipment and watch? Allowing a Rogue Agent to keep their gear and watch seems counter-intuitive in almost all ways save easily identifying a rogue, and identifying a rogue's corpse would be easy as "missing hand, SHD tech shrapnel in the corpse". Maybe there's a point to ISAC "not being as smart as his creator thinks he is", or perhaps ISAC was specifically created to function as he does by an entity that has reasons for allowing Rogue Agents to exist and continue to use SHD tech. After all, if Parnell didn't have any way to access ISAC he couldn't have created ANNA for the Rogue Network.

As for the apparent continuity error between the Activation of the Second Wave and their investigation as to what happened to the First Wave, my guess is that President Waller did not want to spread the word and inevitably cause any panic between Second Wave Agents that their fellow comrades went Rogue. My theory is this: it was intentionally not mentioned to avoid more agents going rogue. If you tell the 2nd wave before they go in, they start asking questions before they see the situation in the ground. "Why did the 1st wave go rogue? How bad was it? What would I have done in the same situation?" The 2nd wave would have seen things differently and may have developed sympathies towards the 1st wave. No, better to tell them to investigate. Let the 2nd wave find the evidence for themselves and come to their own conclusions about Keener and the 1st wave. With their feet on the ground and neck deep in it, it's more likely they'll see the rogues as traitors and psychos rather than soldiers who were traumatized and broken by the situation they were stuck in. Not saying I agree with the rogues but things look very different in a briefing folder than they do on the street while fighting pyromaniac service worker.

@@1buddahead I'd say that the rogues lost all sympathy for me when they started participating in atrocities at the head of the Cleaners and Rikers in New York. Dragov and Conley are particular examples of rogues undeserving of sympathy due to their clear regard for ethical standards of engagement and how they operate no better than the glorified cult leaders they replaced at the head of their respective gangs. Conley participated in and assisted with literally burning innocent people alive. Dragov counts the Rikers as family and prioritizes their wellbeing despite the vile acts they inflict upon others. The closest of the rogues I can come to sympathizing with is Parnell, and that's mostly because he's a gullible conspiracy sheep who may have a point about corruption but was too easily manipulated by Keener and died pointlessly, possibly even serving to preserve the conspiracy that cost him one of his family members in an ironic twist of fate.

I know I am late to the party but here are my 2 cents and someone may have already drawn this conclusion. The 2nd wave DIV Commander was briefed on the rogue agents and was most likely waiting to get to the Base of Operations and brief the whole 2nd wave so they could organize and plan a strategy on how to counter the Rogue agents better. Which leads to another reason they were taken out. The first wave proved small numbers cut off from support could be defeated so the second wave needed to be crippled to so that they wouldn’t be as much as a threat.

My own theory is that with Black Tusk handing off equipment to the LMB ( one of the comics has this) and Arron Keener having the ability to scramble his own SHD signals in NYC, it would not be beyond his ability to blank things off from DC, like Louis Chang and most of the second wave in NYC being killed by the LMB, possibly using BT Gear.

On to the case of 1st wave going rogue and nobody informing New York command, I think it was because there was no other choice and the idea that you could go rogue so easily didn't need to be instilled into the next waves, plus it all seemed to be on "Didn't ask, don't tell basis"

There's a LOT of unknowns as far as the first wave going rogue, the current hunt for rogue agents in DC in Season 1, and the various revelations we discover at the end of Warlords of New York. The Black Tusk have the backing of some major players, and I wouldn't be surprised if these major players are pitting the SHD against Black Tusk and the Rogue Agents as a third wild card for some unknown purpose. Pawns on the board to be discarded at a whim for the sake of the long game, as it were. Keener is smart, but I can see how his actions in the series up until the final story mission of Warlords could have been the product of some bigger scheme by either a domestic or foreign government or organization. This is even more plausible if the Secret Service has been compromised, as you mention is possible due to the mysterious nature of the Vice President's suicide and leading up to Speaker Ellis being sworn in, Ellis having been confirmed to be working with Black Tusk.

I believe that when the it was stated that Waller knew what happened and he should read his history books. it meant that most of them were wiped out due to not having any support. This happens real world in almost every major conflict at some point. This also happens in a few of Tom Clancy's books, Clear and Present Danger in particular.

Agent Sanders was the one left behind. She made it to DC and was briefly seen in the endgame content. I for sure was glad to see that she made it and still in the fight. And I agree with you that I want to know where that was. I wanted to explore the area but they rush you through it so fast. You should read all the books. Collapse of New York. Broken Dawn. Extremis Mails. The World of Tom Clancy's The Division. That's if you haven't read them already. Such a great experience to expand on the story as a whole. Especially what in the timeline happened between NYC and DC.

Sorry to be THAT GUY. But Ridgeway was nevera general when he was part of the JTF. He was a Colonel in the Maryland Homeland Security and was drafted in as a JTF Colonel. After his eacape from prison, he founded the True Sons and gave himself the title of General. Just a little detail is all. (Source from the car dash cam. The doctor clearly adresses him as Colonel.)

One more thing you should consider is the survival game mode in the original division. Players were tasked with finding experimental antivirals that had been lost somewhere in the Darkzone. Could this be connected to the supposed cure that President Ellis had the location of? Also, where does it fit in the Division timeline? It had to be during the winter due to the extreme blizzard that blew into Manhattan. But was it before Ellis discovered the cure or after? (Also there were hunters in survival so could they also be connected to the Black Tusk? What if they were looking for the experimental antivirals as well?)

My guess on why the information about the rogue agents never made it to the SHD in NYC: Since the organization only truly answers to the sitting president... and itself, then if the organization doesn't share the info, then the president is the only other official avenue of communication. If the SHD is sabotaging itself (#black_tusk_is_empoyed_by_shd) then it makes sense that the SHD purposefully kept the info from its own people, and the president never followed-up on the issue himself. We already know at least one of the presidents was a traitor. The first two were assassinated early. With this much disruption in the command chain, the SHD sort of becomes the de-facto 'head of state' even though it doesn't officially hold the title. I wouldn't be surprised if the first president did the 'half measure' on advice from the SHD itself, presumably under the excuse: "All activated agents stop being clandestine."

It could be cultivated in China or Iran or DPRK, some sample might have been stolen during the collapse of USSR.
