Most likely Frost's are all stronger, considering that Frost in Super is way stronger than Namek saga Frieza (probably because he was more active than Frieza prior to Frieza training to beat Goku,) and since Universe 6 as a whole is a lot stronger than Universe 7 (even if that isn't as true once the numbers are limited to each Universe's top fighters.) The fact that he had to go on the run from his own forces (the good ones, not the Pirates) also says a lot about their potential power, even if they weren't strong enough to warrant being picked for the Tournament of Power

Frost's forces are tied through a deception of his character though. Whereas Frieza is just openly a terrible person that employs other terrible people who respect his power or rarely in cases like Ginyu - actually like him.

According to the game's files first form Frost was going to be in before being scrapped and these dialogues would have made much more sense but they probably just kept them anyway since they were already recorded. I remember a similar case with Guldo having an interaction mentioning the Armored Squadron (Against Cui I think, I don't remember with who it was) which doesn't make sense until you find out that Salza was also cut from the game and that dialogue was most likely meant for him.

I honestly think Frost is way stronger than Frieza was back in the day. I mean, Frieza in his true form was having a hard time dealing with regular Goku in Ressurection F, but Frost actually pushed a more experienced Goku to use Super Saiyan against him. If he actually trained instead of rely on cheap tricks, he could actually be quite a threat.
