Rootstocks are for commercial purposes. A seed planted tree will grow just fine and did so long before men started grafting. Besides, consumers never get the name of the rootstock when purchasing commercial fruit trees and that’s a problem when the root starts to sucker everywhere.

M9 rootstock for apples does look like a traditional tree - just smaller - it doesn't look like a vine as was suggested in this video -. Most commercial apple orchards in the world use M9 because the trees are small enough to be harvested and pruned from the ground, but they are tree/bush shaped - I think he might be thinking of a trained espalier - for which you would use a more vigorous rootstock - not M9!!

The retired UT extension agent seems to be lost and not very knowledgeable regarding rootstocks. How can one define rootstock using the same word that's being defined? Rootstocks are bred for many different purposes, including pest and disease resistance, precocity, and size. Sorry, but this topic of rootstocks is outside this gentleman's area of expertise.
