Because it was April 1945. The Western Allies were 100-ish km from Berlin, and the USSR was knocking on Berlin's Eastern door. The war was over except for the crying and a few more dead fascists. After almost a year of consistent and constant German retreat and defeat was enough for that mayor to see the writing on the wall.
