There has to be a policy opening old doomsday boxes like bunkers. Example Runit Dome in the Marshall Islands holding WW2 nuclear waste and eradicated soil. It seems counter productive to unleash that type of hazard onto a planet as you are preparing to terraform. Cheaper to keep it buried and pretend it never existed.

The making happen is the obvious part. For scaffolding you'd check it was secure every bloody day. That's just basic safety.
