I think it was less the bullying and more that Valve started giving refunds to people who were unhappy with the change. If we learned one thing from Cyberpunk 2077 it's that Sony hates giving people refunds and will do anything to avoid it. For Cyberpunk they decided to stop selling the game so there would be nobody to give refunds to. For Helldivers 2 they walked back their stupid change so nobody would request, or Valve would start denying, refunds. I highly doubt Sony gives a single solitary crap about being review bombed on Steam or getting mean Twitter messages. It was Valve allowing people to hit them in their wallet that made Sony back down.

Its worth mentioning that Valve did this exact same thing when they released portal 2 on playstation. I had to sign up for a steam account despite not owning a pc at the time but i was so hyped to play i didnt think twice about it

It's not the exact same thing. It would've been if Helldivers 2 forced you to make a PSN account on day one. Then people would've either done it or refunded the game. What Helldivers did was to pull this mandatory login 3 months after launch, which completely denies automatic refunds. Outside of that, the game was sold in regions of the world where PSN is not available, which meant that these people ended up with an unplayable game.
