Principal cheif commissioner irs it finance secretary ke barabar hote ha....toh woh sirf report online meh bhej dete ha....aur kuch nahi...wohi report finance secretary ko cabinet secretary ko bhejhna parta ha...aur cabinet secretary ko finance cabinet minister ko samjhana parta ha...samjhe ki nahi ...IRS it koi halwa nahi ha... economic is large department...lekin IRS it jaise khosh aur power na hi kisi ke pas ha...nah rahega

Why topmost posts in these specialized services are given only to IAS officer ?? For eg. Ministry of Home affairs (Secretary post - IAS officer instead of IPS), Ministry of external affairs (Foreign secretary - IAS officer instead of IFS one) Ministry of Finance (here also secretary is again IAS instead of IRS)
