I would like to see the battery voltage with a multimeter before connecting the jumper pack. The voltage reading you're seeing is the charge level on the capacitor, starting at 5 or 7 volts, and slowly increases as capacitors fill up to 14V. The battery voltage on the vehicle maybe higher at 10-11volts. That's a tiny car, let me see how it starts a larger vehicle, pickup truck, SUV.

The cap actually charges to over 16V when it does the boosting step up charge.
