Yes. The noun clause "what he can" functions as an object followed by an infinitive phrase. Sometimes you just have to go with it.

I do what I can to get through the day. / He does what he can to get through the day. As I mentioned, this is part of an expression. I'll stand by the example. It's a shortened form of "in order to." It's common in American English and I'm certain the Brits use it, too.
