The way half LP works in YGO with an odd number always rounds in your favor; 25 becomes 13, 13 becomes 7, 7 becomes 4. Gives you an extra half, basically. I believe due to this, since half of one is .5 and it rounds up, when you are on 1 LP you can use half LP cost cards with "no" cost.
