As an Indian I can say that the word spicy has different meaning for us. When we say "spicy" it means red hot with lots of chilli, pepper etc. (that's the reason for the offended comments 😂 ) But for westerners spice means everything from cardamom to cinnamon. So when they are saying "kulfi is spicy ", they are probably meaning that they can taste "Indian spice" in it viz, elaichi, and not "spicy" as in Indian mirchwala spicy. There brains are also associating it with curry because Americanised Indian curries are sweeter and have the same cardamom and minty flavours as the kulfi.
