The dice are a representation of fate since the world is based on Dungeons & Dragons, where the outcome is decided by dice rolls.

The dice references are more pronounced in the manga (and maybe light novels). I also think it is explained better in those formats. If I'm remembering correctly, in universe its how the gods of order and chaos vie to determine events, basically as if they were playing D&D, for everyone except GS because he doesn't let them roll for him. And as covanime said, its a reference to D&D which Goblin Slayer is based on. I couldn't point you towards a source but I vaguely remember reading that the creator of GS played either D&D or a variant, and that the DM for his group had a NPC called Goblin Slayer that would show up whenever there were Goblins in a quest and turn everything upside down, especially since the DM set it up so there were never dice rolls for GS.
