Approval to build would most likely be through some kind of Agency. "Owning" a thing does not always mean doing whatever you want with it. Especially outside the US.

I would like to see this island at high tide and in winter, know the seasonal wind speeds and temps, amount of rain/snowfall, etc. A couple rings are evident -- ancient construction? Looks unprotected, so much for real privacy. No trees, no apparent fresh water source. Doesn't look like a deal to me.
