I didn't even clock that the actress was actually a wheelchair user in real life. I thought that the producers decided it was a fancy way of getting around, like to show her character was important/powerful and special. It was a great decision and she played her character well.

Because he's an angel, he's brainwashed to obey authority and to believe that heaven is good and just, and Metatron is the highest authority there is after god. Plus, Metatron used classical manipulation tactics.
