I've never personally understood how our government let alone the other's. Have spent so much time, effort and funding in which to survive a catoclismic event which would cause the majority of it population to die. And the survivors' though few, having to learn how to exist in a world devistated by the catoclismic event, possibly takeing years to get passed. Expect for a minute, that after everything is over, and it's safe to come out, they will be welcomed with open arms. When all they know how to do is govern, which those that managed to survive have had to do it themselves. Other than the ability and knowledge of how to govern, they would bring nothing to the table, those that managed to survive would find of any usefull ness. Except maybe some fresh meat, if ya get my drift.
