Those Garou Knights are really just a plot device to delay the Lucy rescue team, so that they have someone to fight, while their other teammates fight in the grand magic games finale. That way, both fights will finish at about the same time, and the plot moves from the games to the eclipse mystery.

Lowkey I agree, Rufus had pretty busted abilities, it’s also one of those cases where the antagonists don’t seem to have nearly as much durability as the good guys despite their strength which I’m not a fan of. In general I feel like sabertooth should have put up a lot more of a fight based on how much they were hyped up and how strong their abilities were.
