Great Lakes Treasure Hunting: Episode 3 - Headlands Beach State Park Mentor, Ohio

This state park offers Ohio's exclusive sand dunes and still-functioning lighthouse. There are over 10 various parking lots to choose from each with varying distances from the beach. A local beachfront cafe offers snacks for tourists as well. I recommend checking out Scooter's Dawg House for the best hot dogs, french fries, ice cream and sandwiches in Mentor, Ohio. The Light House is CLOSED TO PUBLIC. You CANNOT walk on the rocks anymore. AREA CLOSED😢

Under rules and regulations section, it says camping,picnicking, swimming are not permitted. But people swim + picnic. May I ask why ? are the rules valid for some section of the park or what ?

I am honestly not sure about that, but if you call and contact the park office I am sure they can assist you. I can say that I have been swimming here ever since I was 10 and have never had any issues throughout the park. It's an incredibly beautiful park you should definitely check out.
