Beaches are uninhabited in GTA 3 because people can't swim, so R* thought that better be uninhabited than seeing suicidal people there. Beaches in Vice City are inhabited (even nearby the dangerous spots for peds, near the waters) even though peds still can't swim. This might enough to add some realism that Vice City (Miami) is famous for it's beaches.

The tunnel under the observatory was supposed to lead to Vice City which was planned as an expansion to GTA III, but that didn't happen as instead, Vice City was released as a seperate, and one of the best, game. So that tunnel leads to nowhere...

Darkel is actually removed from the game because of his last hard mission were Claude has to kill Donald Love using the Dodo to crash through the building, but Claude will die because there is no parachute and same for VC.

The only confirmed mission from Darkel was the one with exploding ice cream truck in the city park. Other ones are just players' inventions. He was removed probably because his missions weren't good enough and didn't fit GTA III style. For more info check out Vadim M's video.

I think the abandoned beach isn't really weird. Waters of Liberty City are polluted, so people can't swim there, plus, judging by the falling leaves and the way characters and pedestrians are dressed, the game is set in autumn, and it's not exactly warm. Also, it's not near the Stadium in Staunton Island. The Stadium is across the river/water, the beach is in Shoreside Vale. There is nothing in the observatory. The reason why we can't get there is because R* wanted to create an illusion of something more being behind that hill, basically that Liberty City isn't just a group of 3 islands, but is in fact connected to mainland USA (like real New York City). If we were able to get to the observatory (which we technically can by using the Dodo, or mods), we'd see that there's nothing but water. The tunnel not matching with the map is likely an oversight. It is possible the tunnel was meant to go straight, but developers then decided to put a bend at the start to improve performance in that area (as the game wouldn't have to render longer distance), and forgot to change the radar depiction. There's not such thing as ghost cars in GTA III. In fact, they only appeared in GTA San Andreas. These cars in the tunnel are not ghost cars, they just have poorly scripted paths, which causes them to go through other textures. The car on the beach, as well as other "abandoned" cars (we don't really know if they're abandoned) are there as means of transport in case you end up in that area without a car (for example you destroy the car you arrived in). These are places far away from roads and not having a car would mean running for a few minutes just to get to the nearest road. That's why developers left cars in such areas, so you can use them. The appearing and disappearing thing is caused by render distance. It is quite short in GTA III.
