R* somehow felt the absolute need to dumb down Chop's AI just because he's an animal, even though this is a video game and every NPC's controlled by a script, evidenced by my first-hand witnessing of Chop doesn't quite understand the definition of walls, and would sometimes just stand idle being confused by one

I know it's a gameplay mechanic, but perhaps a mention of something that might not be so well known is that Chop will find collectibles for you (armour, weapons, alien ship parts etc). Franklin drives around with him and he'll bark when there is something nearby (Chop barks. Less so Franklin heh). When they get out of the car you can then tell him to go and find whatever it is and he'll run off. Following him will take Franklin to the item. This can be a surprising distance!
